RULES OF PROCEDURE

adopted by the Management Board of the European Board of Neuroradiology EBNR GmbH, Switzerland, ("EBNR") based on the EBNR Organisational Rules

1. Organizational Chart of the EBNR

a) The European Diplomas Examinations Board of the EBNR is hereinafter called the “EDEB”. 2. Organs of the EBNR

The EBNR shall have the following organs:

2.1 EBNR Board

2.1.1.1 EDEB Scientific Committees

2.1.1.1.1 Board Examinations Committee

2.1.1.1.2 Courses Examination Committee

2.2 Accreditation Council

3. Accreditation Council

The Accreditation Council of the EBNR will be developed in the future.

4. General Provisions of the European Diplomas Examinations Board-EDEB

Provisional rules of Procedure

4.1 Tasks and responsibilities of the EDEB

4.1.1 Suggest strategies;


4.1.2 Coordinate activities of the committees;


4.1.3 Report in writing to the EBNR Board (yearly and also after each Final examination) by the Scientific Secretary;

4.1.4 Establish the eligibility criteria and endorse their fulfillment by all candidates;


4.1.5 Carry out an on-going evaluation to improve the EDEB;


4.1.6 Assure the quality of the examination;


4.1.7 The Courses and Board Examination committees are chaired by the Scientific Director;

4.1.8 The EDEB Scientific Director will be responsible for reporting to the EDEB Board all the information provided by the different committees;

4.1.9 Finalize the "question booklet" of each particular course examination will be finalized by the Scientific Director by using approved questions;

4.1.10 Scientific Director supervises the printing of the "question booklet";

4.1.11 Scientific Director supervises and organizes “Question bank” of both courses and board examinations.

4.2 Nomination and election process of Scientific Director

4.2.1 The EDEB Scientific Director will be appointed by the EBNR Board for a fixed period of two years.

4.2.2 Notwithstanding the foregoing, the EBNR Board must inform to the EDEB Scientific Director, before the expiration date and during the month of August about the aforementioned position.

4.2.3 Apart from death and expiration of the term of office, the office of the EDEB Scientific Director shall come to an end if she/he is relieved of the office by the EBNR Board or in the case of resignation. The EBNR Board may at any time relieve the EDEB Scientific Director from office for important reasons such as financial, ethical or professional misdemeanors.

5. General Provisions of the EDEB Committees

5.1 General rules

5.1.1 All the committees will be chaired by the corresponding chairperson. Courses and Board Examinations Committees will be chaired by the Scientific Director

5.1.2 All committees may establish internal guidance of procedures (terms of reference). All main tasks of all committees must be approved by the EBNR Board. 


5.1.3 Each committee may create working groups to evaluate or pilot particular areas of interest. The working groups are the responsibility of the chairperson of the respective committee

5.2 Nomination and election process of the Committee Members

5.2.1 The responsibility of appointing the chairpersons of the committees belongs to the EBNR Board.

5.2.2 The appointment of the members of the committees is the responsibility of the EBNR Board upon proposal by the CEO, Board members and/or EDEB Scientific Director.

5.2.3 The members of the committees will be appointed for a fixed period of two years. Apart from death and the expiration of the term of office, the office of a member of the committee shall come to an end if the member is relieved of the office by the EBNR Board or in the case of resignation. They may at any time relieve any member of the committee from office for important reasons such as financial, ethical or professional misdemeanors.

5.2.4 The appointment of the working groups of the committees is the responsibility of the EDEB Scientific Director and Standards Committee Chairman.

5.2.5 UEMS representatives will be appointed by the EBNR Board among three candidates of UEMS Division of Neuroradiology.

5.3 Work procedures

5.3.1 All committees will meet at least twice a year or more when necessary. Meetings should preferably be held during general radiological events or take place in the EBNR office, in order to keep costs low. It is expected that much of the work of the committees will be undertaken by electronic communication. 


5.3.2 The CEO of the EBNR Board and all members of the EBNR Board may attend to any committee meeting of the Company as non-voting members. The CEO of the EBNR Board presides the meetings if attends.

5.3.3 The agenda and the preparation of documents for the committee meetings is the responsibility of the chairperson of the corresponding committee. 


5.3.4 The committee will be convened and chaired by the chairperson.

5.3.5 A working quorum requires the attendance of half plus one of its invited members. 


5.3.6 The EDEB administrative office of the EDEB committees shall be the EBNR Central Office. 


5.3.7 Planning and organization of each committee is the responsibility of the chairperson of each committee. 


6. Committees of the EDEB

6.1 Standards Committee

6.1.1 Composition: the members of the Standards Committee are:

o Chairperson

o Scientific Director of EDEB


o ESONR Chairman

o 5 Committee members appointed to represent the Subspecialties in Neuroradiology: Diagnostic, Pediatric, Spine, Interventional and Head & Neck

o UEMS representative

o Institutional Council Secretary

6.1.2 Tasks and responsibilities:

6.1.2.1 To prepare definition and evaluation of examination standards: Oversee and ensure that examinations to obtain a European Diplomas match in subject matter and standard to those defined in the ESNR curriculum (scrutinize topic balance as well as question and case types to ensure the above; make recommendations in this area);

6.1.2.2 To prepare multiple choice and other types of written and oral examination questions preparation guidelines;

6.1.2.3 To define the examinations methods for the Courses and Final Board examinations;

6.1.2.4 To define the examinations analysis methods;

6.1.2.5 To define the questions and challengers analysis methods;

6.1.2.6 To define the examinations scores statistics and analysis methods;

6.1.2.7 To define the final board examination results statistics and analysis methods;

6.1.2.8 To prepare the criteria for examiner selection;


6.1.2.9 To prepare the principles of examiner training and evaluation;


6.1.2.10 To make recommendations for literature, syllabus and other learning platforms;

6.1.2.11 To ensure the European Diplomas meet the standards of the European Neuroradiology Training Curriculum.

6.2 EBNR Board Examination Committee

6.2.1 Composition

Members of the EBNR Board Examination Committee are:

o Chairperson: EDEB Scientific Director

o UEMS representatives

o 5 committee members appointed to represent the Subspecialties in Neuroradiology: Diagnostic, Pediatric, Spine, Interventional and Head & Neck

o Courses organizers (ex-officio)

o Institutional Members Council Secretary (ex-officio)

6.2.2 Tasks and responsibilities:

6.2.2.1 Coordination of case and question collection;


6.2.2.2 Proposals for examiner selection;


6.2.2.3 Principles of examiner training and evaluation;


6.2.2.4 Coordination of examiner feedback;


6.2.2.5 Evaluation and editing of examination material for the written and oral examinations;

6.2.2.6 Approval and preparation of the examinations;

6.2.2.7 Evaluation of the examination scores and statistical analysis of the questions;

6.2.2.8 Sending selected questions according to the established rules to the question bank;

6.2.2.9 Decision and approval of the passing criteria according to the established rules.

6.3 Courses Examination Committee

6.3.1 Composition

Members of the EBNR Courses Examination Committee are:

o Chairperson: EDEB Scientific Director

o UEMS representative

o 5 committee members appointed to represent the Subspecialties in Neuroradiology: Diagnostic, Pediatric, Spine, Interventional and Head & Neck

o Courses organizers (ex-officio)

o Institutional Members Council Secretary (ex-officio)

6.3.2 Tasks and responsibilities

6.3.2.1 Coordination of questions collection;


6.3.2.2 Elaboration of guidelines for questions submission;


6.3.2.3 Evaluation and editing of test material for the written examination;

6.3.2.4 Approval of the written examination;

6.3.2.5 Evaluation of the examination scores and statistical analysis of the questions and challengers;

6.3.2.6 Sending selected questions according to the established rules to the question bank;

6.3.2.7 Decision and approval of the passing score according to the established rules.

7. European Diplomas Examinations Board Appeals Commission

7.1 The EDEB Appeals Commission will have a formal procedure in place to deal with an examination candidate’s requests for appeal against examination results as stated in the Appeals Process. 


7.2 The Appeals Commission is constituted of five (5) members, a Chairman as EBNR CEO, Chief of Legal Officer, the ESONR Chairman and two (2) judges (one judge being nominated by the ESNR and the other one by the Institutional Membership Council of ESNR). For each member of the appeal commission a substitute has to be nominated by the respective bodies. 


7.3 The EBNR CEO will be the Chairman of the Appeals Commission. In case that the CEO participated as an examiner, and in order to avoid any kind of conflict of interest, the Chairman will be the ESONR Chairman.

7.4 The Appeals Commission will consider every request for appeal formally made regarding technical aspects of the examination.

The examination candidate have initiated legal proceedings (before judicial authorities or any other governmental authority), the appeals process may not be invoked under any circumstances.

7.5 A fee will be applied to requests for appeal. The fee will be reimbursed if the appeal is granted.
